I don’t think you should have to absorb the cost of shipping on small orders. Most companies have shipping fees on orders below a certain amount. People will complain whatever you decide to do. I, for one, wouldn’t want to pay a monthly or yearly fee. I prefer ordering enough at a time to get the free shipping.
